Derby’s most recognisable traffic island resident has been officially told to move along.
The Derby icon better known as the city’s “Yellow Caravan Man” has been hit with a court injunction banning him from occupying land he doesn’t own without permission, after spending the past year popping up on some of Derby’s busiest roundabouts with his bright yellow, Jamaican-themed caravan in tow.
An email seen from Derby City Council’s legal team says the legal order was served by a court judge to Stephen Bullock – otherwise known as Tiggz Dat Author or the “Yellow Caravan Man”.
The order prohibits him from causing a public nuisance and “engaging in threatening, abusive, violent or anti-social behaviour”.
Over the past year, he has been seen living on Cockpit Island in the city centre and also on traffic islands – notably Pentagon Island and the “Asda” island in Spondon.
He has been a common sight for motorists as he has been accompanied by a Jamaican-themed caravan, a boat, a slide and flags.
Just over a year ago, it was reported he had returned to stay in the middle of Cockpit Island just weeks after the council and police removed him.
The council previously said Mr Bullock’s “repeated occupation of busy traffic islands” posed safety risks to himself and to the public.
The email says the injunction order bans Mr Bullock from:
- Squatting, camping or occupying any land that he does not own without the landowner’s permission, within the city of Derby.
- Causing, or threatening to cause harassment, alarm or distress to any person within the area;
- Using or threatening to use violence against any person residing in, visiting or otherwise engaged in a lawful activity within the area;
- Abusing or harassing any person residing in, visiting, or otherwise engaged in a lawful activity within the area;
- Causing a nuisance or annoyance to any person residing in, visiting or otherwise engaged in a lawful activity within the area.
Last week it was reported Mr Bullock reappeared in the car park of the disused Bramcote Hills Golf Course in Nottinghamshire with his Jamaican-themed yellow caravan in tow.

A Derby City Council spokesperson said: “This person has repeatedly occupied busy traffic islands, including Cockpit Island and Spondon Island, creating significant safety concerns for both himself and other road users. We sought this injunction to address those risks and welcome the court’s decision.
“Our priority remains supporting people who are homeless or sleeping rough to access safe accommodation and the help they need. A range of support services have been offered to [Mr Bullock], and considerable efforts have been made to encourage him to engage with that support.”
Last year Mr Bullock said: “People look at me and laugh at me, judging from the outside, but they don’t know that I’m here to help people and spread the message of God.
“I have suffered trauma and abuse throughout my entire life. I have been failed by the system, and I see horrors on a daily basis that would send people insane.”
